Effectiveness is defined as the degree to which something is successful in producing a desired result. In this case programmes always have targets and expected outcomes. Having said that, and building on what the author before me has elaborated, the evaluator has to; 1. Go back and check what the intended result was in terms of quantity, quality, impact. 2. Consider the budget and other resources allocated for the programme 3. Consider the time frame in which the expected resulted were to be realised. 4. Now examine current status of the programme in terms of reach, resource utilisation and impact. 5. Finally compare the planned and actuals. Important to also note any adjustments that were made along the way.

In my experience, define what results you wish to achieve first. Find out what you actually need to complete the job, tasks, etc. What about program oversight? Who’s paying for this expense? How will you track the budget to calculate completed results?
