Also to consider is it the first HAZOP during design or a repeat HAZOP. Per HAZOP methodology the unit is screened in different nodes. Also to consider is the focus on operational procedures or safe design of the unit.

I guess I don't understand the question. The purpose of the PHA is to identify hazards to workers and the environment. Failure to conduct an appropriate one may cause a large financial burden on the company if a preventable accident happens. As a leader in a company, you do the analysis because it is the right thing to do and you don't really worry about the finances.
