When feedback needs to be fast and most likely for a feedback loop with yourself as a designer or internal colleagues. When the aspects being explored are fairly high level and when low cost is preferred. To create an incredible refined, high fidelity prototype to be valuable I’d say the opposite requirements would be in place. I.E., for external feedback, to test more detailed aspects and interactions, when quality of feedback trumps speed of feedback and when a greater budget is in place.
