When I see the term, "Learning & Development Programs" the word "oxymoron" jumps out at me. Really> we are expected to assume that learning and development if created by a program? Knowing your needs likely comes from within or at least precedes the process of gaining what is needed. L&D begins with you and proceeds with the programs needed.

Venturing into new markets should be be performed with proper local knowledge. Local rules an regulations is one key factor, amongst a variety of others. However, one could also consider if it may be more cost efficient to hire the knowledge externall, if it is too complex to obtain this in your own organization.
