Some ways to address this phenomenon: 1) Educate Stakeholders on why is it that You must have best practices in terms of a product/service. Start by defining the "basics" Eg., Time required for completion, Quality, Regulation, Standardization etc. 2) Give tradeoffs- What sacrifices are each stakeholder willing to make. And how does this affect the best practices and inturn affect product/service quality? 3) The most important question is legality and Regulation. Try to convince why your best practices are in line with these factor. Mostly, in any firm, Time and money Saving is crucial. As long as some amount of value is derived at the least amount of time and money, most stakeholders will go along with best practices.
