The objective of Data replication is usually high availability or enabling disaster recovery for applications. Another objective is for making data available for different use cases e.g. allowing an analytics application to access data without impacting customer facing application i.e. not overloading data stores serving online users. There is another use case where a globally distributed application needs data close to the end user. Based upon the objective the replication strategy will differ. For DR use cases it will depend upon Recovery time and point goals aka RTO and RPO. For HA and supporting global applications, one would want data to be replicated immediately and hence a different strategy.

Remember Lord of the Rings ? one ring to rule them all turned out to be evil. Whilst efficiency means minimizing the number of things you do that doesn't mean do only one thing one way is the right answer - it rarely if ever is. Migration is about two different things 1) moving between different types of storage based on changing needs 2) moving location for whatever reason. Replication is also about two overlapping things 2) having additional copy's 2) location of the extra copies. Indeed because of the spectrum of needs you may need multiple copies in different locations for different reasons. not just protection.
