I believe in the gig economy. Have a balance for this though. I have seen the importance of this for knowledge transfer from external vendors to the internal resources.

It is not uncommon to have resources pulled out of projects - specially the non revenue generating, organisation funded project as priorities change. It is always essential for the project manager to consult the stakeholders and ensure to have tasks on critical path delivered. Sometimes it is also helpful to reassess the priority v/s severity analysis of tasks plotted on a graph and follow the agile methodology - the time frame will change, but the cost is reduced - basics of the quality triangle of project management.
