As lame as it is sounds, the best events plan I have been involved in follow the 5 paragraph OPORD format. I kid you not. It covers everything and is easly understood.

In my experience, clearly defined roles and responsibilities are crucial. All team members - greeters, check-in staff, set-up crew, security, etc. - need to be trained for their specific role at the event to include AWARENESS of potential threats and what to do. Specific to event security, a few basic areas to address: 1. What’s considered a security breach? 2. Who’s the first line of contact? 3. Where are all the “feasible”emergency exits? 4. What are some helpful de-escalation steps? 5. What steps are in place to activate the appropriate response for each breach? 6. Are their designated safe places? Event-specific training should be a requirement for all staff, including security staff.

I once worked with a technology client who were bringing people from around the globe. They were invited to a ball game in Houston.
