There is no single approach. It depends on the issue being studied, on the relationship between the researcher and the participants, and on the resources available. While I am partial to mixed methods approaches, because data can be triangulated and one of the methods can be participatory, I am aware that it is not always possible to use them when time or resources are limited, when the population of study is large, or when there is too little information about the issue to develop effective research questions.

Our secret weapon is the aggregate the responses that are latent in an existing service. Creating effective social impact involves reaching those already in public service. These folks are so burdened with the cares of their existing work load it's difficult to suggest new programs. If possible augmenting something that already has truck and carries public sentiment in it is an ideal place to mine for data.
