Although it is a personal preference by some recruiters, employers or even applicants, but in my opinion a rating system (eg. bars or stars) is not helping to get a good understanding of the experience and the level of skill. Who defines the rating system. What exactly does 1 star or 5 star mean? I think it is better to just list the skills.
