Most of the time, the current KPIs are 'lagging' providing information on what happened rather than where we might end up (leading - predictive). To enable the selection of the right KPIs ideally, you should start understanding the audience and build a reporting hierarchy (e.g Board, Portfolio, Programme, Project, Supply chain) and identify what management information is currently reported, the data that drives it and how it is used for decision making. The redesign should focus on understanding for each hierarchy what metrics we need to measure performance by function, data collection & assurance, calibrating views with each stakeholder entity.
