Then there is the question if you can afford access to ESRI products. From my experience and that’s 23 years with hands in GRASS GIS, QGIS and ArcGIS, I would go with ArcGIS, if available. The reason is the whole environment, ranging from applications to gather data in the field, analysis, and presentation as paper maps, or through web services and web maps. On top of that the security layer is build in and is a big advantage compared to the OpenSource products. Model Builder might be a good start, but I would rather recommend Python.
