I have resolved resource conflicts in following ways: 1. Prioritizing tasks based on business impact. I collaborate with stakeholders to determine which project is urgent and have higher strategic importance. 2. Use Jira or any other capacity planning tools to track workloads and resolve the conflicts early. 3. Ensuring that the team is aligned on the timelines to avoid unrealistic commitments.

Resource scarce is very common situation in many programs. It is highly important to prioritise one project needs over the other. A shared POD of resources supporting multiple projects within a program could be highly effective. I have seen some highly skilled resources wearing different hats such as tester or a business analyst to cater additional resource needs in case of requirements. Instead of adding a new resource, if existing resource on a project can play a different role on another project it could be very efficient due to minimal KT effort. As a program manager one should always try to see if any of the above feasible when there is a resource scarce situation.
