In general you must make them see the benefits of a solid safety program. Yes, compliance is important to avoid fines, but your experience modification rate can have a lasting impact on any company’s finances. But it is also important to stress it is not all or nothing. Their concerns should be addressed first, safety can be improved over time and those advantages that come with a great safety culture will be more obvious over time.

One thing I have found to be key is always taking the time to ask the front line staff what they want to see. Usually I run training that will address the two or three most important regulatory points, then address the two or three most salient points that will get them home safe at the end of the day. As things change, more success causes more buy in, which causes more successes.
