Balancing user experience and security requires a top-down culture change. Organizations must adopt a "security is everyone's responsibility" policy, that means more than having it fall solely on the shoulders of infosec. End user enablement on cyber risk and impact cyberattacks can cause the business is essential and should be ongoing. Additionally, it is also vital for IT / Infosec to be exposed to how their day-to-day can and does affect the end users they serve. For instance, I spoke with a hospital where every newly hired Security / IT Analyst was required to shadow different departments and experience how the data they deliver and protect can directly impact (and in some cases, save) the lives of patients. A good practice for sure.
