During the session, 2BAYS CEO Patrick Newton and Senior Consultant Rick Huizinga of Royal HaskoningDHV delivered a comprehensive presentation to a group of approximately 50 attendees. They informed the public about 2BAYS' future plans and the submitted permit applications for operating the facilities in Emmastad and Bullen Bay. 2BAYS explained their intention to continue current activities and to begin the first phase—a relatively small part—of the refinery focused on asphalt production. Additionally, a request has been made for storage activities in Bullen Bay and blending operations in Emmastad. Through these activities, 2BAYS contributes to Curaçao's development. GMN also provided a presentation outlining the applicable conditions and procedures for granting the permits. In the last quarter of 2024, 2BAYS submitted permit applications for the operation of facilities in Emmastad and Bullen Bay. These permits are a crucial component of 2BAYS' future plans. The environmental impacts have been thoroughly assessed. Due to 2BAYS' ambitions, the new environmental regulations, and the limited scope of activities, the environmental impact on the surrounding area is minimal. The applications are accompanied by environmental measures based on management standards that align with European and Dutch environmental legislation. The draft permits are expected to be published and made available for consultation in March/April. At that time, there will be an opportunity to submit comments or observations. With this step, 2BAYS moves toward realizing its new plans to stimulate economic activities and contribute to a sustainable future for Curaçao. 2BAYS remains available for questions and feedback and looks back on a positive meeting, with confidence in the progress ahead.

𝟮𝗕𝗔𝗬𝗦 𝗔𝗣𝗣𝗟𝗜𝗘𝗦 𝗙𝗢𝗥 𝗣𝗘𝗥𝗠𝗜𝗧𝗦 𝗧𝗢 𝗢𝗣𝗘𝗥𝗔𝗧𝗘 𝗜𝗡 𝗘𝗠𝗠𝗔𝗦𝗧𝗔𝗗 𝗔𝗡𝗗 𝗕𝗨𝗟𝗟𝗘𝗡 𝗕𝗔𝗬 Willemstad, December 19, 2024- 2BAYS is pleased to announce that it has applied for permits to operate the refinery in Emmastad and the terminal in Bullenbaai. This is part of its future plans and serves as a replacement for the current permit, which expires on January 1. The permit applications are accompanied by environmental measures. Both applications comply with the Environmental Permitting Policy (EPP) set forth by the Ministry of Health, Environment, and Nature (GMN), which aligns with European and Dutch environmental legislation. With this step, 2BAYS is making significant progress, not only for environmental sustainability but also for the economic activities that are vital to Curaçao. The submitted applications are now under review by GMN's implementing agency. GMN is responsible for granting the permits and determining the conditions attached to them. It is expected that the draft permits will be published and made available for public consultation around March/April. At that point, there will be an opportunity to submit comments. Both 2BAYS and GMN are eager to engage with stakeholders before the permit can be granted. Therefore, a public meeting will be held during the week of January 20, where 2BAYS will provide an explanation of the permit applications and answer questions. GMN will also outline the next steps in the permit approval process. Through these plans, 2BAYS aims to make a significant contribution to employment and a sustainable future for Curaçao. END

Minister Sithree van Heydoorn and Patrick Newton, Director of 2BAYS Curaçao, were the ones to activate the switch, officially illuminating the neighborhood. For a long time, the residents of Wishi and Marchena have worked hard to decorate the main road of their neighborhood, which is part of Schottegat West. After about 10 years, the Christmas lights have been renewed, positively impacting the neighborhood’s ambiance. This marks the third time the neighborhood has officially celebrated its holiday light ceremony. 2BAYS Curaçao’s Director, Mr. Patrick Newton, shared that as part of their corporate social responsibility, it is always a pleasure for 2BAYS to give back to their good neighbors, the Wishi and Marchena communities. The lights are intended to create a festive atmosphere for the holiday season and various social, cultural, and national activities. They extend from Wishi Church to the light pole at the entrance of Missouriweg, better known as Toko Funchal. The neighborhood residents reused the same installations from previous years and expanded the decorations with a few extra meters of lights, creating a "bed of lights." Wishi and Marchena representatives, Mr. Kenneth Valpoort and Mr. Sharlon Monte, expressed that this gesture is always deeply appreciated by the community. END
