About us

ADVOCAP, a non-profit community action agency, was founded in 1966 to fight poverty within our local communities. We do this by designing and implementing programs that empower people in Fond du Lac, Green Lake and Winnebago counties to break the cycle of poverty. Individuals and families build on their strengths and participate in opportunities that will develop the knowledge and skills they need to strengthen their economic future. Our anti-poverty programs help low-income persons secure affordable housing, gain employment skills and training, start a small business and become self-employed, volunteer at schools and daycares, become actively involved in their children's learning, remain independent in their homes, and reduce the amount of home energy costs just to name a few. For over 50 years we have been helping families change their destiny.

    ADVOCAP’S Opportunity Center is Open! The center is located at 19 W. 1st Street in Fond du Lac. Enterance is in the back of the building, we are open M-F 9-3. We will assist all low-income people who need assistance with navigating the system or those who just need a safe place to spend the day.

    The new ADVOCAP Opportunity Center is getting some fresh paint! Stay tuned for more updates, opening November 18th! The Opportunity Center will welcome any low income income individual, including our homeless population, into our building if they need assistance navigating the system, if they are interested in creating opportunities to self-sufficiency, or if they just need somewhere safe to stay during the day. We will provide a safe, welcoming atmosphere to help our most vulnerable community members who are in need. If you're someone who’s driven to make a real difference in the lives of people facing poverty, homelessness, and other barriers to self-sufficiency, this is an amazing opportunity. In this role, you will provide direct services and advocacy, ensuring visitors have access to essential resources that meet their basic needs and set them on the path to greater independence.     We’re thrilled to announce that ADVOCAP, through our partnership with the Wisconsin Community Action Program Association (WISCAP), has been awarded funding as part of a $1.2 million grant from the U.S. Department of Health and Human Services (HHS). This grant will help expand diaper distribution and provide crucial support services for families in need across Wisconsin. At ADVOCAP, these funds will directly benefit families in our Head Start program and those experiencing homelessness, ensuring access to essential items like diapers—making a big difference in their daily lives. Community Action is all about meeting the needs of our most vulnerable, and this collaboration with WISCAP helps us to continue our mission of reducing poverty and increasing self-sufficiency.     WISCAP Receives $1.2 Million Diaper Distribution Grant The Wisconsin Community Action Program Association, Inc. (WISCAP) has been awarded a $1.2 million grant as part of the U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) Diaper Distribution Demonstration and Research Pilot. This grant, funded through the Office of Community Services, will help expand diaper distribution infrastructure in Wisconsin and provide essential wraparound support services to families experiencing diaper need. These wraparound services may include job training, educational support, housing assistance, and food and nutrition services. The lead agency for this project is the Foundation For Rural Housing, a WISCAP member that provides housing and essential services to individuals and families with low-incomes in rural Wisconsin.     ADVOCAP was recently awarded two very impactful grants that will help us to expand our Homeless Prevention and Affordable Housing Programs, at the time we need it the most! **The Affordable Housing and Supportive Services Demonstration Grant: Awarded by The Office of Community Services (OCS) will allow us to enhance the support we provide to the residents of our affordable housing units, helping them access vital resources that promote stability, economic mobility, and overall well-being. **The Continuum of Care Program Subgrant: Awarded by the CoC Program (HUD Initiative), which will help us expand our efforts to rehouse people experiencing homelessness or fleeing from domestic violence, working to reduce the trauma and instability they face. Community Action Agencies, like ADVOCAP, are all about helping people overcome the challenges of poverty and empowering them to build better, more stable lives. We provide essential services like housing support, education, job training, and help with food and energy costs, all aimed at giving individuals and families the tools they need to thrive. One of the ways we make this possible is by securing funding through grants, which allows us to expand our services and reach more people in need.     Big Steps Forward for ADVOCAP’s Childcare Incubator! In response to the growing childcare crisis in our community, ADVOCAP has been working hard on a fresh solution that empowers low-income entrepreneurs: the Childcare Incubator. This unique project will provide affordable spaces that replicate in-home childcare, giving aspiring business owners the tools and support they need to open their own childcare centers. Thanks to a collaborative effort, the project is moving forward! With funding from Oshkosh’s ARPA initiative, ADVOCAP has purchased land on Jackson Street. A grant from the SBA, spearheaded by Senator Tammy Baldwin, will help fund the building’s construction. Additionally, the Oshkosh Area Community Foundation is contributing by helping to equip the facility with necessary appliances. ADVOCAP is currently designing the space with local engineers and planning their first capital campaign to raise the remaining funds. The excitement is growing, with over 60 potential entrepreneurs already showing interest in bringing their childcare businesses into the incubator. ADVOCAP aims to break ground on this exciting project in mid-2025, with completion anticipated in early 2026. ADVOCAP's Business Development Director, Kathy Doyle, and Tanya Marcoe, Executive Director are heading up the project.
