Regulations designed to ensure responsible mineral sourcing are inadvertently sidelining artisanal miners—the backbone of Africa’s mineral wealth. As Western nations race to secure battery minerals for the green energy transition, policies like the OECD Due Diligence Guidance and the Dodd-Frank Act are forcing many small-scale miners into the informal sector. The resulting tension between large-scale operators and artisanal groups undermines local livelihoods and stifles the potential for a more inclusive mining sector. Our latest policy brief urges a rethink. Instead of solely favouring large mining companies, there must be policies that actively integrate artisanal miners into formal supply chains. This approach would not only secure sustainable mineral production but also empower local communities, ensuring Africa’s mining future is both dynamic and equitable. AMREC-PARC is a framework that standardizes how mineral resources are reported across Africa. At the 60th Nigeria Mining and Geosciences Society Conference, Mr. Tunde Arisekola FNMGS (AMDC), introduced the Pan‑African Resource Reporting Code (PARC). When combined with the African Mineral Resource Classification (AMREC)—which sets guidelines for accurately classifying mineral resources—these tools help ensure clear, consistent reporting. This, in turn, empowers artisanal and small‑scale mining by boosting transparency, building investor trust, and fostering growth. Industry experts sat on a panel to discuss the relevance of PARC to Artisanal and Small Scale Mining on the continent. They included AMDC's Mkhululi N Ncube, Prof. Theophile Ndousgsa Mbarga, Prof. Prosper NUDE , Cristelle Nikoh Mefeugeng and Prof. Olugbenga Okunlola with the highly technical business session moderated by the president of the NMGS, Prof A S Olatunji. #AMDCatMiningIndaba2025: Driving Value Addition and Inclusive Growth in Africa’s Mineral Sector At the Intergovernmental Summit during #MiningIndaba2025, AMDC`s Programmes Officer, Mkhululi N Ncube, moderated a  session on “Turning Extraction into Value Addition – Catalysing Inclusive Growth on the Continent.” The high level panel featured contributions  from: 🔹 Hon. Minister Bogolo Joy Kenewendo, Minister of Minerals and energy, Republic of Botswana – She outlined Botswana’s initiatives to enhance value addition in the mineral extraction sector, fostering sustainable economic growth and job creation. She further elaborated on regional collaborations aimed at inclusive growth in mineral resource management and strengthening Africa’s position in the global mining industry. 🔹 Andreas Schaal (Director of Global Relations, OECD) – Discussed the role of ESG standards and fiscal policies in attracting investments in critical minerals, advancing economic diversification. He also addressed South Africa’s G20 presidency and its potential to champion Africa’s strategic interests in sustainable development, beneficiation, and equitable partnerships. 🔹 Godwin Armah (President, Ghana National Association of Small-Scale Miners) – Highlighted how Artisanal and Small-Scale Mining (ASM) contributes to value addition and national growth. He emphasized the importance of collaboration between ASM associations and downstream players in catalyzing growth. 🔹 John R. Sloan(Economic Affairs Officer, UNECA) – Examined Africa’s potential in moving into higher value-chain segments for mineral-based products and shared how the UN Economic Commission for Africa is supporting mineral value-addition ambitions. 🔹Mark Evans (Partner – Energy & Natural Resources, Oliver Wyman) – Provided strategic visions from the African Green Minerals Strategy (AGMS), discussing key hurdles to successful mineral value addition and how to ensure industrialization linked to minerals truly benefits Africa. 🔹 Nere Emiko (MD, Kian Smith Group) – Addressed gold value chains and how Nigeria’s focus on energy minerals like Lithium is shaping the extractive sector’s future. She also explored ways to increase inclusivity beyond traditional oil & gas players. The session stressed that mineral stewardship must be embedded in African governance frameworks to ensure economic and social contributions align with sustainable development.
