    Defense expenditures in percentages don’t matter. Electronic funds in spreadsheets or IT systems don’t matter. Even contracts and orders are irrelevant if we need to defend our country today. What truly matters is putting the right materials in the hands of our soldiers. We can learn a lot from Ukraine’s experience, where their defense industry rapidly delivered new technologies to the battlefield. The biggest takeaway for me is this: MoD-s should increase procurement from commercial firms and startups to quickly deploy emerging technologies. By reallocating the acquisition budget and giving combatant commands more authority, MoD-s can encourage innovation and speed up technology adoption, much like Ukraine has done. Streamlining acquisition processes, expanding open procurement opportunities for commercial technologies, and creating specialized pathways will help MoDs respond faster to evolving threats. Empowering lower-level commands to shape and test technologies will improve agility, while senior authorities focus on securing funding, revising regulations, and ensuring interoperability.
