On January 20, 2025, President Trump signed NSPM-1, outlining a restructured framework for the National Security Council. This new structure differs significantly from the framework in NSM-2, adopted by the Biden Administration. Here’s what you need to know: Key Takeaways ◾ Merging of NSC and Homeland Security Council: NSPM-1 merges the Homeland Security Council and the National Security Council on certain topics, offering more flexibility in meeting attendance and decision-making processes. ◾ Faster Policy Decisions: The new framework enables a quicker decision-making process, potentially leading to more frequent regulations that implement those decisions. Expect NSA Mike Waltz and HSA Stephen Miller to drive policy options that will require well-prepared agency representatives for NSC meetings. ◾ New Gatekeepers: Under NSPM-1, NSA Waltz, HSA Miller, and Chief of Staff Susie Wiles will play key roles as gatekeepers to the President, managing disputes and ensuring an orderly system for resolving policy issues among Secretaries. ◾ Engagement with the NSC: Stakeholders aiming to engage the NSC on national security policy should consider reaching out to Deputy Assistant Secretary- and Assistant Secretary-level positions. In January, BIS published the “Securing the Information and Communications Technology and Services Supply Chain: Connected Vehicles” Final Rule, which will have a significant impact on the U.S. automotive supply chain and will impose compliance and diligence obligations on automotive manufacturers and suppliers of VCS hardware and software as well as ADS software. Institutional Shareholder Services (ISS) has announced a significant shift in its voting recommendations for directors at U.S. public companies. ISS will suspend the consideration of diversity factors, including gender and racial/ethnic diversity, due to heightened scrutiny and changes in the regulatory environment.
