Slashing the nicotine levels in cigarettes to a fraction of what they are today would make them non-addictive. The goal? To help millions quit smoking for good, and millions more from ever starting. Sounds like a public health win, right? Maybe. It's complicated. Rather than quitting, the VLNC rule could prompt millions to embrace illicit tobacco, raising questions about whether and how law enforcement might respond. The good news? The FDA is finally starting to approve more reduced-risk nicotine products, including flavored alternatives, after years of delays. Those products, exempt from the VLNC rule, could facilitate even more rapid smoking cessation and negate, to some extent, growth of illicit cigarette markets.
