    Back to Ukraine for the third and final time this year….With snow on the ground in Kyiv, air raid sirens day and night, and the Christmas season upon us, I kept thinking of Ebenezer Scrooge’s question to the Ghost of Christmas Future: “Are these the shadows of the things that Will be, or are they the shadows of the things that May be, only?” So many possible futures are on display in Ukraine right now. A future of European borders redrawn by force. A future of cheap, widespread reconnaissance and strike drones. A future of closer collaboration among our adversaries and competitors — Russia, North Korea, Iran, and China. But also a future of people defending their political autonomy. A future of incredible technology innovation in defense of freedom and human rights. A future with the possibility of peace through strength. Ukraine is the test bed, and increasingly the foundry, of the future of defense tech innovation — autonomous systems, of course, but also cybersecurity and AI applications. What’s happening in Ukraine won’t stay in Ukraine, and the U.S. can’t afford to fall further behind. Given all that we learn from Ukraine and in Ukraine, our support would be cheap at twice the price. Among my strongest hopes for my successors is that they will continue, and increase, our support for this fight. Much else depends on it. I was glad to travel with my old friend and colleague, Doug Beck, Director of the Defense Innovation Unit (DIU) at the Pentagon, Commander Mark Burchill USN of DIU, and Jaïr H. van der Stelt, my stalwart Ukraine traveling partner all year. We are committed to learning from Ukrainian tech innovation, expanding our cooperation wherever possible, and integrating the lessons fully into our own capabilities and doctrine. Thank you to so many Ukrainian counterparts — Minister Mykhailo Fedorov, Deputy Minister Valeriya Ionan, Deputy Minister Anton Demokhin, Defense Minister RUSTEM UMEROV, Presidential Advisor Alexander Kamyshin, and many others. Your courage, commitment, and ingenuity are an inspiration. We saw a lot of great tech on this visit, including round-the-clock drone production lines in warehouses and garages, and their wildly innovative employment from the intel/ops floor. Nataliia Kushnerska and the team at BRAVE1 are doing extraordinary things. As it says on our embassy lanyards, “Win the War. Win the Future.” Eternal respect to Ambassador Bridget Brink. Slava Ukraini.

    🚨⚓️🚨⚓️ Why is China ahead of us on undersea drone prototyping too? This post will break down developments in China vs US for major unmanned naval programs. 🐳 Undersea Drones: China 5 - US 1 (XLUUV Program) ⚓️ Unmanned Ships: Look at the picture below. Wow. (M/LUSV Program) 🚤 Drone Carriers: PLAN seems to be trying one out. US Navy, nothing heard, over? What each of these developments means is especially concerning to me. 🌊 🐳 XLUUV. Chinese forces are starting to use their production advantage to accelerate RDTE. They’re prototyping and experimenting faster, so they can learn and build better tech. They have 5x XLUUVs, which probably started copying ours, and are likely learning quickly testing up in the Yellow Sea. The US Boeing Orca XLUUV is a troubled program and has only just started in-water testing. ⚓️ LUSV/MUSV. Although DARPA, SCO, and the US Navy have been working on these for nearly a decade, and have several, China’s latest seems much more robust. A close friend who’s launched products and run factories in China observed that, a decade ago, most of their production strength was still in copying others’ IP. Now, Chinese teams confidently develop, iterate, and advance the tech. This shift is happening with naval tech. 🚤 Drone Carriers. Naval operations are complicated. There are many moving parts. Looking back at the adoption of (manned) carrier-based aviation, it takes time, experimentation, and generational maturation within organizations to adopt revolutionary platform tech. Experimenting with a drone carrier suggests China may be laying the conditions to leap ahead, should the tech work. 📈 Check out my full essay, with charts, linked below in first comment⤵️ I’m worried.     😱 🤖 🛩️ Think people are fired up about the drone situation? 🐳 Undersea drones are much more confusing, harder to track, and maybe more important. WSJ with great coverage today. 🔢 A few highlights - strongly recommend sharing the full article with your non-defense network. 1️⃣ Manned submarines cost billions each --> unmanned submarines are an important complement so we can maintain undersea dominance & control budgets 2️⃣ Battery tech is really important. Period. Most battery cells are produced in China, or very expensively in NATO. 3️⃣ The last few years have seen serious disruptions undersea, to commercial infrastructure that heats homes and carries internet traffic. We all use it. 4️⃣ Some great companies Vatn Systems Anduril Industries Terradepth Greensea IQ Boeing Defense, Space & Security Mission Technologies, a division of HII General Dynamics Submergence Group LLC Cellula Robotics Ltd.     Family of Advanced Standard Batteries for Unmanned Systems - (FASTBAT-U) Solicitation just posted! As the need for reliable energy storage technologies grows, the Department of Defense (DoD) faces complex supply chain challenges. Establishing access to robust sources of compliant batteries, and supporting the growth of domestic battery manufacturing capacity, is of critical importance to the Defense industrial base. Defense Innovation Unit (DIU) is seeking fully commercialized, rechargeable battery cells that meet the performance needs of small unmanned aerial systems (sUAS) to include Group 1 and 2, with diverse mission requirements. The proven (TRL 7+, MRL 7+) solutions with recurring commercial revenue, transparent materials sourcing, and at minimum, a manufacturing pilot line and roadmap to onshore, friendshore, or scale domestic/Allied production in the 10s-100s of MWh/yr.     While progress has been made in recent years to strengthen the US and allied defense-industry bases, there is still a lot more work to do. We applaud the work of the outgoing administration toward greater co-development, co-production, and co-sustainment of global defense production with allies and partners. We support any and all efforts toward greater industrial base integration with allied nations to boost collective readiness, expand production capabilities, and build supply chain resilience to create an unrivaled "surge capacity" and strengthen deterrence. We hope the incoming administration will continue to build on this important work. In particular, the removal of antiquated regulations and practices that impede the rapid acquisition of cutting-edge commercial technologies and prevent technology transfer with allies and partners.
