Texas is one of only 12 states that does not require property sale price disclosure. Without this, commercial and industrial properties are often under-taxed, shifting the burden onto homeowners. Requiring sales price disclosure would make the system fairer for everyone. A sales price disclosure law can be structured in many different ways. These laws can be tailored to apply to all properties or just commercial and industrial sales, which are often undervalued. In 2024, Dallas residents paid a median of $6,409 in property taxes—ranking as the third highest among the nation’s largest counties. As land values soar and housing stability declines for low- and moderate-income homeowners, the need for systemic property tax reform has never been more urgent. BOHCDC, in partnership with the The University of Texas at Austin School of Law, has released a statewide Property Tax Reform Policy Guide. This guide provides actionable strategies designed to spur advocacy and create meaningful legislative change in the upcoming 89th legislative session. The community is at the center of our work. A Right to Stay: Dallas Neighborhood Anti-Displacement Toolkit relies not only on quantitative data, but also leans into qualitative data to inform our case studies and ensure that we were telling true and authentic stories of neighborhood history and change. Our community engagement included: • Three neighborhood focus groups with key community stakeholders, including elected officials, neighborhood leaders, and nonprofit organizations; • Three community listening sessions and one-on-one interviews with impacted residents; and • Door-to-door outreach to 1,000+ households and the collection of over 400 survey responses.
