About us
The Central Bank of the Republic of Kosovo (CBK), successor to the Central Banking Authority of Kosovo, is a public legal entity based on Articles 11 and 140 of the Constitution and the provisions of this law, having administrative, financial and managerial autonomy. The objectives of the CBK according to the law in force are: 1. The primary objective of the Central Bank is to foster and maintain a stable financial system, including a safe, sound and efficient payment system. 2. An additional objective of the Central Bank, which is subordinated to its primary objective, is to contribute to achieving and maintaining domestic price stability. 3. Without prejudice to attainment of these objectives, the Central Bank supports the general economic policies of the Government. 4. The Central Bank acts in accordance with the principle of an open market economy with free competition, favouring an efficient allocation of resources. The tasks of the Central Bank in pursuit of the objectives set by the law in force include to: 1. determine and implement financial system stability policy including oversight of a deposit insurance scheme, conducting market operations, and providing emergency liquidity; 2. regulate, license, register and supervision financial institutions as further specified in this law or any other law; 3. promote and oversee safe, sound and efficient payment, clearing and securities settlement systems; 4. ensure an adequate supply of banknotes and coins in Kosovo; 5. hold and manage the international reserves; 6. collect and publish statistics; 7. contribute to achieving and maintaining domestic price stability; 8. inform the Assembly of the Republic of Kosovo, the Government and the general public about its policies, tasks and operations as further specified in this law; 9. act as a banker, financial advisor and fiscal agent for the Government and any public bodies and public organizations of Kosovo;

The Central Bank of the Republic of Kosovo (CBK) is committed to providing a regulatory framework that is harmonized with international standards and best practices aimed at ensuring high quality reporting and auditing of financial institutions in accordance with International Financial Reporting Standards, stated the Deputy Governor for Financial Supervision, Mr. Milot Cakaj. Deputy Governor Cakaj, in his welcoming message at the conference "Beyond the Numbers: Empowering the Private Sector through Data-Based Decision-Making by Professionals", co-organized by the ociety of Certified Accountants and Auditors in Kosovo (SCAAK) and the American Chamber of Commerce in Kosovo (AmCham), added that the CBK is committed to advancing the quality of auditing of financial institutions. According to Deputy Governor Cakaj, the highest financial institution in the country closely cooperates with the licensing, regulatory and supervisory authority of auditors and audit firms, such as the Kosovo Council for Financial Reporting, to promote the improvement of the quality of supervisory functions and financial reporting, where, according to the law, the CBK also has its representative in this Council. At the end, Deputy Governor Cakaj stated that the CBK is working on creating a framework for the expansion of digital financial services and the FinTech ecosystem in our country. The CBK Deputy Governor Dardan Fusha participated in the meeting with Deputy Governors from the region, organized by the Central Bank of Hungary, on the integration of the Western Balkans into SEPA The Central Bank of Hungary (Magyar Nemzeti Bank – MNB) organized a meeting in Budapest with the Deputy Governors of the Western Balkan countries to discuss the necessary preparations for membership in the Single Euro Payments Area (SEPA). During this meeting held on November 18th, 2024, the challenges faced by central banks in meeting SEPA requirements and building the necessary infrastructure were discussed, as well as the supportive role of the MNB in this integration process. Representatives from the MNB shared their experiences, focusing on the technical aspects of SEPA integration and their framework as a model for compliance with SEPA requirements, including infrastructure and banking operations. Hungary, which has held the Presidency of the European Union since July 1, 2024, has prioritized supporting the EU enlargement process, particularly concerning the integration of Western Balkan countries. Consequently, the MNB expressed its commitment to supporting the central banks of the region in overcoming challenges related to central banking functions, with a focus on enabling payments through SEPA and advancing the integration process into this zone. The integration process into SEPA presents significant challenges and is highly complex for central banks, commercial banks, and other payment service providers. However, this process represents a crucial step towards further integration with the EU and the region, as well as strengthening the overall EU integration process. The topics addressed during this discussion were highly valued by all participants, describing it as an important opportunity to deepen regional cooperation and collaboration with EU countries in advancing financial infrastructure and providing more efficient financial services for the citizens and businesses of our region. The team from the Central Bank of Kosovo have done this, with amazing results. Sometimes a blank sheet of paper can have benefits - no need to adapt legacy systems and systems - at other times it can be daunting and require considerable insights and perseverance. The Governor of the Central Bank of the Republic of Kosovo (CBK), Mr. Ahmet Ismaili, Ph.D., held separate meetings with senior officials of the International Monetary Fund (IMF), the World Bank (WB) and Governors of central banks of European countries. These meetings, Governor Ismaili held within the framework of his hospitality to the 25th Anniversary of the establishment of the CBK, with which he held the proceedings of the International Conference "Bridging Borders, Building Futures: SEPA integration for financial inclusion - empowering growth and resilience". During the three days of the 25th Anniversary celebrations, Governor Ismaili met at the CBK premises with Mr. Alfred Kammer, Director of the European Department of the IMF, Mr. Asad Alam, Regional Director for Europe and Central Asia, Fair Growth, Finance and Institutions from the World Bank Group, followed by the Governor of the Austrian National Bank, Mr. Robert Holzmann, the Governor of the Central Bank of Iceland, Mr. Ásgeir Jónsson, the Governor of the Central Bank of Estonia, Mr. Madis Müller and Mr. Gediminas Šimkus, Governor and Chairman of the Board of the Bank of Lithuania. During these meetings, the Governor of the CBK, in addition to thanking the participants for their support and participation in the organization of the CBK, briefed the participants on the current developments in the financial sector, underlining the stability and resilience of the financial system and highlighting the solid performance of the sector, including the low non-performing loans rate and the high level of capitalization. The CBK Governor also expressed his deep gratitude to international partners and institutions in advancing the legal and regulatory framework, corporate governance and other financial infrastructure. He also appreciated the cooperation with partner central banks and thanked the countries and their people for the support provided by their institutions with which the CBK has excellent cooperation in terms of technical assistance and institutional capacity building. Furthermore, the meeting emphasized the importance of these partnerships in maintaining economic stability and increasing the sustainability of our country's financial system for the benefit of all citizens. Therefore, the conference was organized with such current and relevant topics. The strategic vision, the five-year plan, initiatives aimed at improving the sustainability of the financial sector, advancing regulation and promoting financial inclusion, as well as the challenges ahead, were discussed. The meeting reconfirmed the commitment of the parties to strengthen cooperation, build effective communication, share experiences, promote sustainable financial growth and ensure that the financial sector continues to develop in line with international standards at the service of the economy and the country. Session 1 — SEPA integration, digital transformation and implications for financial services In this session, the Single Euro Payments Area (SEPA) was discussed in detail, including its integration, regulatory framework and its impact on financial inclusion and economic growth. Discussions have included the role of SEPA in facilitating cross-border payments and improving the efficiency of transactions, strengthening the stability and integration of the Eurozone financial systems. In addition, the panellists addressed the experience of countries outside of SEPA, emphasizing initiatives that respond to innovations in payments and arrangements while maintaining prudent regulatory standards.
