Yesterday, the House passed the bipartisan POWER Act from Representatives Val Hoyle (D-OR) and Mike Ezell (R-MS). This bill is truly a game-changer for protecting our nation’s lifeline infrastructure by enabling electrical utilities to incorporate cost-effective hazard mitigation into their disaster recovery efforts. BuildStrong America has been a strong advocate for incentives, pushing for their inclusion in the Disaster Recovery Reform Act. Global Shield hosted a Policy Summit on Global Catastrophic Risk yesterday, focused on the importance of implementation of the Global Catastrophic Risk Management Act (6 U.S.C. § 821) and how Congress can continue to advance global security and risk management. It was a fantastic and thought-provoking event! Joining us in this conversation were Mark E Green MD, Chairman of the House Committee on Homeland Security, Congresswoman Dina Titus, the original sponsor of the GCRMA, Stephanie D., Assistant Administrator for National Preparedness at FEMA, and Jason Matheny, President and CEO of RAND. A key theme from these speakers was the importance of the initial GCRMA report to improve our overall understanding of the risk profile and inform the necessary preparedness. This conversation was followed by a panel discussion featuring Anita Cicero, Deputy Director of Johns Hopkins Center for Health Security, John M., Deputy Director of the Janne E. Nolan Center on Strategic Weapons at The Council on Strategic Risks, Henry H. Willis, Senior Policy Researcher at RAND, and Natalie Enclade of BuildStrong America. The speakers reminded us just how real the threats we face are, but they also impressed on the audience that there are many policy tools at our disposal to reduce risk proactively. Global Shield is looking forward to continuing to engage with these leaders and many others to improve the security of the United States in face of these major threats.
