For more than 70 years, employer-sponsored health coverage has provided affordable, high-quality, and accessible care, today covering nearly 165 million Americans. This investment – by employers and employees – has n̳e̳v̳e̳r̳ been taxed. These long-standing tax-free employer-sponsored health plans and programs serve as the financial foundation of our entire health care system. Keeping health care coverage tax-free is crucial to maintaining stability, quality, innovation, access and affordability of employer health plans and the health care system. Business Group on Health looks forward to engaging with the 119th Congress and the incoming Administration of President-Elect Trump to ensure that vital employer health and welfare plans and programs can continue supporting America’s employees and their families. In continuing this conversation, we wish to be unequivocally clear – the Business Group is highly concerned and opposes proposals to alter the tax treatment of employer-sponsored health plans and programs, including deductibility or tax-free status. In our view, making employees and/or employers pay tax (of any type or configuration) on the value of their health care and coverage would be destructive and result in increased costs for employees and employers, reduced purchasing power of health care dollars, curtailed health care access and delivery, increased administrative burdens and reduced investments in innovation. Policymakers should instead focus on other meaningful reforms that build on the value and strong foundation of employer health plans. Among the Business Group’s policy priorities, we urge policymakers to focus on enhancing competition, transparency, and affordability in ways that complement and support employer health care plans – which, in turn, helps ensure that the health care system works better for all Americans.
