Speaker-elect Matt Hall's recent road funding proposal would redirect $2.7 billion in existing state revenue to road repairs - the first sizable boost in permanent road funding since the 2015 road deal that raised the motor fuel tax and vehicle registration fees. Over the years, the Citizens Research Council has made significant contributions to the ongoing debate over the appropriate role of government in Michigan, and it has gained vast experience in virtually every aspect of state and local policy. The Citizens Research Council of Michigan is non-partisan and independent; it does not lobby, support or oppose candidates for public office, or take positions on ballot issues. The Citizens Research Council relies on the presentation of its research findings to bring about sound public policy on state and local issues. As a result of the credibility of the research council, it is often the only organization that can address controversial issues in an objective fashion. The Citizens Research Council of Michigan is supported primarily by the charitable contributions from businesses, foundations, and individuals. It is a tax exempt organization and contributions are tax deductible under Section 501(c)(3) of the Internal Revenue Code. The Citizens Research Council operates offices in Southeast Michigan, West Michigan, and Lansing.

Yesterday, the Citizens Research Council of Michigan released an analysis of the Detroit Economic Growth Corporation's Downtown Detroit Authority (DDA) tax captures, revenue that has clearly contributed to downtown Detroit's revitalization and vibrancy. The paper, however, questions the cost that the City of Detroit and other municipalities have been forgoing, with revenue being diverted to a DDA "without end" at the expense of expanding or improving government services. Economic innovation is a critical factor in long-run economic growth. Citizens Research Council of Michigan today released novel research, produced with the generous support of the William Davidson Foundation, tracking the use of public policy to boost innovation and entrepreneurship (I&E). An analysis of Michigan and five neighboring state competitors shows that while Michigan is very strong in R&D and STEM education, it lags behind other states in using public policy to boost I&E funding to spark change in the economy.
