The City of Altoona, PA is actively seeking a Human Resources Director to join its senior leadership team, reporting directly to the City Manager. This integral position is responsible for fostering a positive work environment and overseeing the operational and administrative activities of the City’s Human Resources Department. The successful candidate will be a seasoned human resources professional with experience and expertise in a variety of functional areas including labor and employee relations, recruitment and retention, compensation and benefit administration, workers’ compensation, unemployment compensation, labor law compliance, and policy development and administration. The City is looking for a forward-thinking problem-solver with the ability to work collaboratively with employees, directors, councilmembers, union representatives and the public. Additionally, individuals must have demonstrated experience with collective bargaining, labor relations and contract negotiations. A Bachelor’s Degree in Human Resources or closely related field is required (Master’s Degree preferred), and a minimum of five (5) years of progressively responsible leadership within the human resources field.
