About us

The Clean Air Council is a member-supported, nonprofit environmental organization dedicated to protecting everyone's right to breathe clean air. The Council works through public education, community advocacy, and government oversight to ensure enforcement of environmental laws. The Council was founded in 1967 by a group of forward-looking community leaders, policy makers, and progressive business leaders. Headquartered in Philadelphia, the Council made a name for itself by the mid-1970s as the result of two major achievements: establishing and distributing a daily regional air quality index report (still used to this day); and forcing Pennsylvania to implement its vehicle emissions testing program. The Council has now grown to include 8,000 members and expanded its programmatic focus to include children’s environmental health, energy, climate change, waste and recycling, and transportation. The Council has also established an indoor air quality resource center for the public and holds the Philadelphia area’s largest Earth Day event, the annual Run for Clean Air.   • As we close the book on 2024, Clean Air Council is excited to share our Annual Report! In the report, you will find reflections on this year of change; key victories; updates about our programs; Clean Air Council in the news; our financials; a member highlight; and a statement from the Board of Directors. Through our advocacy and legal efforts, we were able to stop emitting 11.4 M tons of greenhouse gas emissions annually, going forward. This is the equivalent to taking 2.6 million gasoline cars off the road permanently. It was an impressive year for us and we are ready to continue to fight to protect your right to breathe clean air.   • BREAKING: Yesterday, the Department of Energy (DOE) released an analysis, which will provide a framework for evaluating new and pending permits for exporting liquified natural gas (LNG) to countries without a free trade agreement with the United States. The DOE found that expansion and continued use of LNG exports are unsustainable and unadvisable. “This report should end the discussion: LNG exports are bad for our pocketbooks, bad for the air we breathe, and bad for the safety of our communities. Energy independence does not mean shipping America’s resources overseas, it means harnessing and storing our abundant solar and wind energy. Clean Air Council urges the DOE to apply the study’s findings and deny the six pending permits for LNG export facilities,” said Alex Bomstein, Clean Air Council Executive Director.   • Tell Your Senator to Protect Our Tax-Exempt Status! Non-profits are under attack from HR 9495, the Stop Terror-Financing and Tax Penalties on American Hostages Act. HR 9495 would grant the Secretary of Treasury the unilateral power to investigate and effectively shut down any tax-exempt organization by stripping them of their tax-exempt status.   • New The Guardian article details how Shell’s petrochemical plant in Monaca, PA has consistently violated their permits, flared toxins, spewed mysterious odors, misled the community on the economic benefits, and failed to hire as many workers as promised. Now, Shell’s plant is causing residents to feel that they need to “cocoon” from harmful pollution. “Visiting the Shell plant and merely smelling the air is inadequate to assess whether there are any air permit violations or malfunctions, let alone whether it’s safe to breathe the air,” said Alex Bomstein, Clean Air Council Executive Director, to The Guardian.   • BREAKING: Today, EPA banned all consumer uses of the petrochemicals Trichloroethylene, or TCE, from cleaners, spot removers, lubricants and glue and perchloroethylene in dry-cleaning and in automotive-care products. TCE has been known to cause liver cancer, kidney cancer, non-Hodgkin’s lymphoma, and damage to the nervous and immune systems. Perchloroethylene can cause liver, kidney, brain and testicular cancer, and can damage kidneys, the liver and the immune system, but it is not as harmful as TCE. “It’s simply unacceptable to continue to allow cancer-causing chemicals to be used for things like glue, dry cleaning or stain removers when safer alternatives exist,” said Michal Freedhoff, assistant administrator for the E.P.A.
