NEWS RELEASE: COCHISE COUNTY DRUG DIVERSION PROGRAM CELEBRATES GRADUATION OF FIVE PARTICIPANTS Bisbee, Ariz. (01/30/2025) Tuesday marked a significant milestone for the Cochise County Drug Diversion Program, as five individuals proudly had their cases dismissed after successfully completing the program's rigorous requirements. They spent between 13 and 24 months working diligently to transform their lives. The program requirements included counseling, random drug testing, community service, and the completion of individualized goals tailored to their unique needs. Through this process they demonstrated a strong commitment to turning a new page in their lives. Launched in April 2023, this program was made possible by a $500,000 grant from the Arizona Criminal Justice Commission which was secured by the Cochise County Attorney’s Office (C.C.A.O.). Its primary mission is to divert eligible individuals, often first time offenders, away from the traditional criminal justice system. A screening process identifies potential participants who were involved in non-violent crimes and are enrolled in a variety of treatment services, including outpatient and inpatient programs, counseling, community service and restitution payments. Monica McCall, a former Cochise County Probation Officer, has played an instrumental role in the program’s success, providing guidance and support to each participant throughout their rehabilitation journey. “I am incredibly proud of each of these participants for their amazing accomplishments,” said Ms. McCall. “Their personal transformations are a testament to their dedication and the power of the program.” While the program operates from the C.C.A.O., it benefits from intentional inter-agency collaboration. One such partnership is with the Cochise County Superior Court. Judge Lindstrom, who previously served as the assigned C.C.A.O. diversion attorney, shared: “The County Attorney’s diversion program fills a gap in our justice system and presents an opportunity to all the participants. Diversion offers a win for the defendant, defense counsel, the prosecutor, the courts, the taxpayers and the community at large.” Overseeing the development and implementation of the program County Attorney Lori Zucco remarked: “Our new drug diversion program strikes a balance between accountability and public safety. By offering treatment and rehabilitation as an alternative for low-level offenders, we aim to address the root causes of substance abuse while reducing repeat offenses. Ms. McCall, as a former intensive probation officer, is the perfect person to run this program. (01/29/2025) Cochise County Attorney Lori Zucco has announced the promotion of two seasoned felony prosecutors, Dan Akers and Michael Powell, to supervisory positions within the Criminal Division of the County Attorney’s Office. Additionally, Deputy County Attorney Terisha Driggs has been recognized as the Office’s Special Victim Prosecutor. Dan Akers, a lawyer with Cochise County for nearly 20 years and licensed to practice law for over 30 years, has been appointed as the supervisor of the Drug Unit. Akers has successfully prosecuted numerous first-degree murder cases and handles some of the most serious drug sales cases for the County Attorney’s Office. Twice nominated for the Arizona Prosecuting Attorney Advisory Council’s (APAAC) statewide Felony Prosecutor of the Year award, Akers has served as the de facto supervisor of the Drug Unit since his return to the office in 2018 following a brief period in private practice. In his new role, Akers will officially oversee the Drug Unit attorneys, one to two misdemeanor attorneys, and will manage Byrne and HIDTA grant reporting. His responsibilities also include case assignments within the Drug Unit and collaborating closely with law enforcement partners on narcotics investigations and prosecutions. Michael Powell, a prosecutor since 2011, has been promoted to supervise the General Crimes Unit. Powell, the most senior attorney in the unit, will now oversee its attorneys, one to two misdemeanor attorneys, and summer interns. Recognized as an excellent trial lawyer and mentor, Powell also serves as the primary Appellate/Post-Conviction Relief counsel for the Criminal Division. His accolades include the 2021 David R. White Award for Excellence in Victim Advocacy from APAAC and the 2024 inaugural Felony Appellate Prosecutor of the Year award. In his new capacity, Powell will conduct employee evaluations, manage DEMA grant reporting, pursue new grant opportunities, and participate in recruiting and hiring attorneys and staff. Terisha Driggs has been appointed as the County Attorney’s Office Special Victim Prosecutor. Since joining the office in 2017, Driggs has transitioned from the felony Drug Unit to the General Crimes Unit, where she developed a passion for advocating for victims, particularly children. 📰 NEWS RELEASE COCHISE COUNTY BOARD OF SUPERVISORS DISCUSSES PROCESS TO FILL UPCOMING COUNTY RECORDER VACANCY Bisbee, Ariz. (01/28/2025) During today’s work session, the Cochise County Board of Supervisors discussed the process for filling the County Recorder vacancy following the resignation of Recorder David Stevens. Stevens, who submitted his resignation earlier this month, will step down effective February 28, 2025. In accordance with Arizona Revised Statutes § 16-230(A)(2), the Board of Supervisors will appoint a new County Recorder from the same political party as the outgoing Recorder (Republican). The appointed Recorder will serve until the next election in November 2026 and will need to run for re-election in both the 2026 and 2028 election cycles. CALL FOR LETTERS OF INTEREST The Board invites qualified members of the public to submit a letter of interest for this important role. Applicants must demonstrate administrative aptitude, a detailed understanding of relevant statutes, and the ability to interpret complex legal advice and address legal challenges. Letters of interest must be submitted by Wednesday, February 11, 2025, by noon. Submissions should include the applicant’s qualifications and experience relevant to the role. Letters of interest may be submitted to the Clerk of the Board at board@cochise.az.gov. ENGAGEMENT WITH REPUBLICAN PRECINCT COMMITTEEMEN In addition to public submissions, the Board will consult with Cochise County Republican Precinct Committeemen to gather input on potential candidates. TIMELINE FOR SELECTION PROCESS ▪️ February 12, 2025: The Board will review applications and determine finalists. ▪️ February 18, 2025: A public meeting will be held to receive public input, followed by individual interviews with the Board, and the Board will potentially appoint the new County Recorder. This timeline allows for a smooth transition by providing time for Recorder Stevens to work closely with the appointed Recorder before his departure, ensuring continuity in the office’s operations. The Board of Supervisors is committed to a fair, transparent, and thorough process to select a qualified candidate who will uphold the responsibilities of the office and serve the citizens of Cochise County with excellence.
