My team released our 2024 Annual Review edition of the 50 States of Power Decarbonization today! Overall, load growth was a major area of focus, and solar was by far the resource with the greatest amount of new capacity planned within recent utility IRPs (~140 GW). However, we noted a significant uptick in the amount of natural gas generation capacity included in recent utility IRPs - an increase of 44% from last year (from about 34 GW to 78 GW). We will be watching how these trends progress in 2025, as states and utilities continue to plan for increased electricity demand, load growth estimates are scrutinized and refined, and the new federal policy environment begins to affect resource planning. https://lnkd.in/eV5Ej3i

A recent report by the NC Clean Energy Technology Center found that 2024 saw an uptick in policies aimed at establishing successor NEM tariffs and creating or updating community solar programs across the country. Our team is monitoring these state policy developments closely to accommodate these changes, while also advocating alongside our partners for policies that support robust policies for community and distributed energy adoption. The report finds that 47 states, including D.C. and Puerto Rico, took some type of distributed solar policy action during 2024, with the greatest number of actions related to net metering policies, residential fixed charge increases, and community solar. Some examples of community solar changes in 2024: The Public Service Commission in Maryland implemented a permanent community solar program, as required by a 2023 bill; facilities can begin to apply for interconnection under the permanent program rules starting January 1, 2025. The New Jersey Board of Public Utilities is considering amendments to the Community Solar Energy Program, including changes to site eligibility, treatment of unallocated capacity, colocation, and municipal participation. The Board approved changes to the Remote Net Metering Program, including increasing the system size limit, allowing colocation and municipal utility participation, and clarifying participation in associated incentive programs. Virginia lawmakers expanded solar leasing to allow third parties to own, maintain, and operate net-metered solar arrays. Lawmakers also expanded Dominion Energy’s shared solar program, increasing the program cap by 50 MW and adding an additional 150 MW under a potential second phase; lawmakers also directed Appalachian Power to create a 50 MW program using the same rules https://bit.ly/4jx55Nr
