🖥️China is becoming increasingly prominent as a producer of DRAM memory chips, writes the Financial Times, going from almost no domestic production capacity in 2016 to having only one of its companies, ChangXin Memory Technologies (CXMT), hold an estimated 15 percent global market share in DRAM. 💡CXMT is also looking to break into the high-bandwidth memory field, essential in AI applications. The company is set up to further ramp up its production volume, increasing pressure on the lower end of the memory chip market. 💹This ascendance exhibits many common features of China's industrial policy. As the FT points out, CXMT received a major investment from China's state-funded Integrated Circuit Industry "Big" Fund. New research from Ben Forney for The Jamestown Foundation uncovers growing European ties to China’s military-linked universities—raising concerns about unintended tech transfers to Russia. Forney finds that between December 2024 and January 2025, over 20 new agreements were signed between European universities and China’s “Seven Sons”—key players in China’s military modernization and military-civil fusion. Given their deepening links to Russian universities, the author highlights the risks of tech-transfer to Russian military entities, thus indirectly aiding Russia's invasion of Ukraine. Datenna’s research found that these universities are just the tip of the iceberg—dual-use research ties across China’s academic landscape pose even broader risks. Newsweek has revealed intriguing new details about the 2023 spy balloon that strained U.S.-China relations. Didi Kirsten Tatlow's investigation uncovered that the balloon carried a significant amount of U.S. technology, including satellite communication systems used to relay data back to its controllers. At Datenna, we dug into our proprietary databases to investigate further—and uncovered more critical insights. The article references a patent from the Chinese Academy of Sciences' Aerospace Information Innovation Research Institute, describing technology similar to what was used in the balloon. 💡 Our findings: 1️⃣ Our data shows that this institute has filed dozens of patents in recent years, including communications and radar technologies for UAVs. 2️⃣ The institute has been actively involved in military procurements for key PLA organizations, including the former Strategic Support Force and the Academy of Military Sciences. 3️⃣ The Institute has developed geospatial data applications for these organizations, including training models based on imaging data and even direct procurement of geospatial imaging data.
