  • Congratulations to our City Manager, Carmen Rosamonda, on receiving the Florida Planning and Zoning Association’s FOCUS Award! This honor recognizes Carmen's leadership and contributions to DeBary. Under his guidance, our city has become a leader in strategic planning, legislative advocacy, and balanced, sustainable growth while preserving our hometown charm. Carmen’s accomplishments include: ✅ Spearheading DeBary's future Main Street—reducing the overall density of the area by 60%, replacing uncontrolled apartment growth with a legally sound solution that benefits all of DeBary ✅ Advocating for small cities in response to the Live Local Act ✅ Rebuilding DeBary’s financial reserves and maintaining one of the lowest tax rates in Florida. ✅ Prevening development on over 200 acres of land that will now remain as natural Florida landscapes Congrats Carmen on another well-deserved recognition!
