Can the Nordic Cloudburst management approach be applied in the US? A couple of weeks back we had the pleasure of showing Rohit Aggarwala & Alan Cohn from NYC Department of Environmental Protection (NYC DEP) some of the implemented cloudburst projects in Copenhagen in collaboration with Lykke Leonardsen from Københavns Kommune. Last week we held the second round of stakeholder and community engagement in relation to the development of the cloudburst masterplan for SW/Buzzard Point in Washington, D.C. Led by the Department of Energy & Environment (DOEE)’s Andrea Limauro and our Ramboll NYC-based Simon Kates we had another round of eye-opening conversations around resilience supported by our wonderful team of Moody Graham’s Ryan Moody, Landscape Architecture Bureau’s Joseph Chambers, and Designgreen, LLC’s Rebecca C. Stack. The overachieving focus for this round of conversations was the question of what you CANNOT accept in a flooding situation in Washington, DC. Similar to our conversations with Philadelphia Water Department this month who are also embarking on a cloudburst journey we also addressed aspects such as: Which protection level(s) should you be designing for in relation to cloudburst management? Who should be part of the dialogues and decision-making? Who should pay? Who should maintain? What is your time horizon? Who should implement? How has it been done elsewhere? Particularly in Copenhagen? And what does democratic stakeholder and community engagement look like in practice? How do we integrate equity both in risk assessments and project implementation? AND how do you make informed decisions about all of the above?
