The Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) oversees the DoD SBIR/STTR Programs. These competitive programs are Congressionally authorized set-asides established to encourage domestic small businesses to engage in research and development with the potential for commercialization.
The SBIR/STTR programs support scientific excellence and technological innovation through the investment of Federal research funds in critical American priorities to build a strong national economy and accelerate capabilities to the warfighter.
OUSD(R&E) provides the Office of the Secretary of Defense (OSD) a single point of contact for Congress, the Small Business Administration (SBA), Government Accountability Office (GAO), and the interagency SBIR/STTR community. DoD SBIR/STTR programs includes participation from 13 DoD Services and Components, with a combined annual budget of nearly $2 billion.

OSD Transitions SBIR/STTR Technologies "OTST" Program: www.defensesbirsttr.mil/OTST/
OTST is a SBIR/STTR technology pull program NOT a competitive application process. It focuses on assisting government sponsors identify SBIR/STTR Phase II (PII) technologies with high transition potential. It provides funding to SBIR/STTR efforts to help bridge the “valley of death” and accelerates the transition of SBIR/STTR technologies to PIII, especially to systems developed, acquired, and/or maintained for the Warfighter.
