Robert "Robbie" Acosta is an Environmental Codes Officer who patrols areas to enforce environmental laws and regulations such as the collection and disposal of solid waste. In short, he responds to inquiries and complaints about weeds, trash, abandoned or inoperable vehicles, and more. He inspects and investigates illegal dump sites, determines violations and issues warnings or citations for non-compliance. He prepares formal complaints, case files and charges for criminal court actions. He may testify in court proceedings and provide options for mediation between neighbors, to resolve issues. At work, he is well-respected, hard-working and holds himself accountable. He is proud that he went through the Sheriff’s Office Academy, alongside other cadets and getting sworn-in when he became a Codes Enforcement Officer, in the Sheriff’s Department in 2004. Off-duty, Robbie is a trustee and past president of the Fraternal Order of Eagles. He enjoys his life as a cowboy, pushing cattle, branding and sleeping under the stars, after a few cold beverages. He is a die-hard Denver Broncos fan and enjoys eating out with his wife, Edna. He is the proud father of Chelsea, Brianna, Lorrie Ann Muñoz, and Jerry Lopez. He also has five athletic grandchildren: Adrian, Alex, Angel, Brandon and Anabel; and a furry family member, an English Brindle Mastiff, Bella. Jesus Fraire is the Environmental Codes Lead Officer in our Codes Enforcement Department. On any given day, he can be found enforcing the solid waste ordinance, working with volunteers and community leaders, planning or attending clean-up or school events and community outreach meetings. He manages the Keep Doña Ana County Beautiful grant and works closely with the Illegal Dumping Partnership and the Doña Ana County clean-up crew to combat illegal dumping. Officer Fraire is proud of his ability to help our community and make improvements for generations to come. When he is not hard at work, he enjoys quality time with his family, attending cookouts, watching horror movies, listening to music, rebuilding cars, gaming, and racing remote control cars. He mentors, trains, and advises new officers, leading by example. At work, he is known for his easy-going demeanor, being a good listener, and having a dark sense of humor. He’s proud of the teamwork and dedication officers displayed to overcome recent challenges, ranging from the pandemic to staff shortages, while continuing to run a safe and secure jail.
