  • On December 11, we held our first Policy Workshop at the Calouste Gulbenkian Foundation in Lisbon. The event brought together dozens of lawyers, music industry professionals, legal practitioners, academics, and students to discuss the preliminary research results achieved within the project’s Work Package 2: Assessing the Role of Regulation. The workshop was attended by a diverse group of stakeholders and policymakers, including representatives from the European Commission, the EUIPO - European Union Intellectual Property Office, the Autoridade da Concorrência (AdC) - Portuguese Competition Authority, as well as associations representing composers, performers, record labels, collecting societies, independent management entities, and tech companies. Academics specializing in law and technology issues also contributed significantly to the discussions. The event, which attracted considerable interest from online attendees, provided valuable feedback to Fair MusE researchers on their ongoing legal and empirical work concerning the multifaceted concept of ‘fairness’ in European digital policies and the impact of online platforms on music professionals and Internet users. Prof. Giuseppe Mazziotti, Principal Investigator of Fair MusE: “We are reaching the conclusion that fairness in the digital music market is unattainable without greater transparency across both ends of the spectrum. Right-holders, including composers and performers—or their collective management organizations—need more detailed insights into the value generated by the online exploitation of their work across the entire digital music ecosystem, from platforms like Spotify and Apple Music to social media giants like TikTok. Without a deeper understanding of where and how the commercial value of music arises within each service’s business model—particularly within social media’s “attention” markets—it becomes impossible for right-holders to assess whether their remuneration is genuinely fair. At the same time, the music industry as a whole must strive to improve the consistency and interoperability of its data and metadata infrastructures. Without such improvements, the largest music platforms will continue to produce usage reports that fail to accurately identify right-holders. This shortfall undermines the ability to provide, as required by EU law, remuneration that is both ‘appropriate and proportionate.’” Stay tuned for an in-depth analysis of the event’s main findings!
