  • This Black History Month, we recognize three distinguished pioneers, Catherine Hudgins, Rodney Lusk, and Bryan Hill— leaders whose dedication and service have shaped Fairfax County. Catherine M. Hudgins made history as the first African American on the Fairfax County Board of Supervisors, serving the Hunter Mill District from 2000 to 2019. A champion for diversity and affordable housing, she chaired the Human Services and Housing Committee and played a key role in developing the Southgate Community Center, later renamed in her honor. Rodney Lusk, the first African American male elected as Franconia District Supervisor in 2020, has over 30 years of public service in Fairfax County. He has led key initiatives in human services and economic development, most notably at the Fairfax County Economic Development Authority, where he served as National Marketing Director. Bryan Hill is the first African American to serve as Fairfax County Government Executive, overseeing a jurisdiction of over 1.1 million residents. In 2021, Hill led the county’s first comprehensive strategic plan, prioritizing equity with the One Fairfax initiative. His leadership has helped maintain Fairfax County’s AAA bond rating, a distinction he also achieved in his previous role as County Administrator for James City County, VA.
