  • Father Bill's & MainSpring (FBMS) Opposes Brockton City Council's Criminalization of Homelessness : FBMS strongly opposes the recent ordinance by the Brockton City Council to criminalize encampments and loitering. This is a harmful and misguided policy that fails to address the root causes of this situation. What we are experiencing in the city is not just a homelessness issue but a public health crisis. Many individuals in these encampments suffer from serious behavioral health issues, including trauma, mental health, and substance use disorders, which require intervention and support. Instead of criminalizing vulnerable individuals, policymakers should focus on increasing access to affordable supportive housing and healthcare—essential components for creating meaningful, lasting change. Criminalization only deepens marginalization, shifts resources from vital services to enforcement, and ignores sustainable, long-term solutions. FBMS is deeply disappointed that the City Council did not engage with community partners and local agencies to develop informed, solutions-oriented policies. Enforcing ordinances against a vulnerable population without connecting them to services will only displace encampments to other areas, further burdening taxpayers and failing to address the crisis effectively. At FBMS, our Housing Resource Center model, operational for one year in Quincy and scheduled to open in Brockton in early 2025, has already demonstrated positive impacts. This model was developed collaboratively with input of government agencies, nonprofits, private sector partners, and individuals with lived experiences to create a solutions-based, evidence-driven framework. It exemplifies how best practices and partnerships can lead to meaningful progress, offering a blueprint for addressing homelessness through compassion, dignity, and systemic reform. FBMS urges the Brockton City Council to rethink its approach and focus on policies that promote collaboration and tackle the systemic causes of homelessness, such as economic inequality, insufficient housing, and gaps in healthcare services. Together, we can build a future where dignity and opportunity are within reach for everyone.
