About us
FOPE started with an objective to take up the common issues affecting the Pharma industry at the national level, with Govt. of India, various ministries and concerned departments responsible for making/changing various policies (affecting Pharma industry and profession in the country). The organization since its formation has taken up number of issues like rate of excise duty on finished formulations, fixed dose combinations, spurious drugs act amendment bill, DPCO/NPPA issues etc., with the concerned departments of Govt. of India. Since its formation, FOPE has been in forefront of Pharma associations/federations to take up various issues affecting the units in the tax free zones in particular and other government policies affecting the Pharma industries in general. Today FOPE has representation in almost all the committees constituted by Department of Pharmaceuticals (Ministry of Chemicals and Fertilizers) and also by the Ministry of Health. FOPE has been pro-active for last many years and had regular interactions with its respective members in both the states i.e. HP and UK and conducted many seminars, conferences, workshops, interactive meetings at different locations in the country. FOPE office bearers have attended many meetings with DCGI, Department of Pharmaceuticals, NPPA etc. and today, FOPE is recognized by all the concerned Government Departments. FOPE office bearers have been instrumental to create a joint forum of various associations representing Indian Pharma Industry (specifically MSME) like IDMA, CIPI, Pharmexcil and various state associations to create force in the voice and talk to the Government bodies, in a coordinated maner.

Key takeaway for #Pharma #MSME emerged during the #OPPI Annual Summit 2024 MSMEs require support from all key regulatory bodies - CDSCO, SLAs, NPPA, Indian #Pharmacopoeia Commission, and Pharmacy Council of India. Key reforms required include: 1. Modernizing Regulations: · The Drugs & Cosmetics Act of 1940 under replacement to align with India’s current role as a global exporter to 200+ countries · The new act must reflect India’s growth aspirations, enhancing regulatory capabilities for licensing, certifications, etc. 2. Uniform Implementation of various provisions of the act across regions: · A coordinated approach is necessary to avoid region-specific challenges, e.g., Some states does not currently issue licenses for formulation intermediates which hampers business opportunities in the state. 3. Streamlining Data Sharing: · Efficient sharing of regulatory data between CDSCO and state authorities is essential for smoother implementation of regulations. · CDSCO has initiated a centralized portal as a great first step. Its functionality and adoption must be scaled up significantly going forward. 4. Support for Incremental Innovation: · MSMEs should receive support for incremental innovations, such as product enhancements or efficiency improvements. · Introducing new policies like differential pricing under DPCO could incentivize such innovation, encouraging incremental improvements that benefit both businesses and consumers · Similarly, while Indian Pharmacopeia has risen to be among top 5 pharmacopeias globally, innovation & research is focused on new chemical entities & new biological entities 5. Training and Education on Innovation: · Dedicated programs, such as postgraduate courses in Innovation and Good Manufacturing Practices (GMP), could empower MSMEs to upgrade their capabilities and drive innovation effectively. #FOPE #Pharma #Embiotic #Pulse
