Student Highlight: Ariel Powell Ariel Powell, a Ph.D.Candidate in Public Affairs at Florida International University has been selected to participate in the 2025 Building Future Faculty (BFF) Program at North Carolina State University. The BFF Program is a two-and-a-half-day workshop that prepares graduate students and postdoctoral scholars for faculty careers by providing insights and resources to help them navigate the academic landscape. Ariel is a doctoral student in her fifth year of our Ph.D. program. Dr. Emel Ganapati and Dr. Milena Neshkova co-chair Ariel’s dissertation committee. Faculty Highlight: Milena Neshkova Dr. Milena Neshkova received the William R. Jones Outstanding Mentor Award at the Annual McKnight Doctoral Fellows Meeting held on Sunday, November 24, 2024, in Tampa, FL. As an honoree, she was presented with a plaque and a monetary award for her "Outstanding Contribution to the McKnight Doctoral Fellowship Program." Dr. Neshkova was nominated by Marjorie De la Cruz, a McKnight fellow and a doctoral student whom she serves as a major professor, Dr. Neshkova and Marjorie both addressed the audience during the event. In her remarks, Marjorie highlighted the reasons she nominated Dr. Neshkova. In her acceptance speech, Dr. Neshkova expressed that this award touched the softest spot of her professional heart - the one dedicated to her Ph.D family - and that there was no greater reward for a teacher than being appreciated by her students. Faculty Highlight & New Publication: Milena Neshkova A new article published in Public Management Review, titled Public Participation and Distributional Equity of Government Spending by Dr. Milena Neshkova & Dr. Can Chen. ABSTRACT This study investigates whether allowing the public a greater say in governance affects the allocation of government spending. The analysis uses Peterson’s (1981) classification of public programs into developmental, redistributive, and allocational to model budget trade-offs in allocating public resources. Data from 51 countries between 2006 and 2016 demonstrate that when governments are more open to citizen input, public budgets tend to increase their redistributive share compared to developmental or allocational shares. Our findings hold using different operationalizations of participation. Faculty Highlight: Howard Frank Dr. Howard Frank, the Director of the FIU Jorge M. Pérez Metropolitan Center shared his insights with WalletHub regarding the purchase of car insurance and the significance of your credit score compared to your driving record. He highlighted the distinctions between buying insurance from local versus national companies and emphasized the importance of shopping around for a better deal when renewing your policy. 📖 Learn more: https://lnkd.in/ea__DC6X Dr. Howard Frank is also a Professor at the Department of Public Policy & Administration at Florida International University's Steven J. Green School of International and Public Affairs. He earned his Ph.D. in Public Administration from Florida State University. At FIU, he has served as Director of the Institute of Government, Acting Director of the School of Policy and Management, and Chair of the Public Administration Program. His current research interests focus on public sector retirement behavior and local government performance measurement. Professor Frank has written extensively on local government budgeting, budgetary forecasting, & performance measurement. He has conducted numerous program evaluations for local governments and the State of Florida and has worked with many local governments in Florida to develop performance indicators. In conjunction with FIU Jorge M. Pérez Metropolitan Center, Professor Frank has carried out funded research examining the privatization and efficiency program of the Miami-Dade County Housing Agency. He has also carried out research dealing with the South Florida workforce has served on Miami-Dade County’s Efficiency and Competition Commission and served on the oversight board for the Miami-Dade Housing Agency, Section 8 program.
