2024 FRA Award Winner - Planning Studies - Small City City of St. Augustine Community Redevelopment Agency - West City CRA Finding of Necessity Study: Establishing a CRA "The Finding of Necessity study serves as the initial step in creating a Community Redevelopment Area. The establishment of a new CRA is not an easy task. There is a massive amount of effort related to public engagement, data collection, field studies, and meeting the State’s compliance requirements. If the Finding of Necessity determines that required conditions exist, then the local government can establish a CRA. The study, completed with Inspire Placemaking, LLC, is the first step in addressing challenges in West City. CRA staff look forward to using the data collected to revitalize a once thriving historic community." About the FRA Roy F. Kenzie Awards Program: The Florida Redevelopment Association Awards program recognizes the best in redevelopment in Florida. It is open to any member of the Association. To recognize the projects and people involved in redevelopment throughout the state, three awards series have been established. The Roy F. Kenzie and Thomas J. Mills Awards are given for outstanding examples of redevelopment and leadership, respectively, in Florida. Additionally, the President’s Award is given for the “Best of the Best,” to honor the top project across all categories. A winning entry acknowledges excellence in an organization’s work. Within 13 juried categories, the Roy F. Kenzie Awards celebrate the most innovative and effective redevelopment programs in Florida. Winners demonstrate innovation and a positive impact on their communities and inspire other Florida communities. #RedevelopmentWorks #Redevelopment #FloridaRedevelopment #MyFRA #FLRedevelopment #cityofstaugustine #staugustinecra

The Margate Community Redevelopment Agency (CRA) will have more money to improve entryway signs and medians. During the February 12 CRA meeting, the board approved a resolution to amend its budget by transferring $250,000 from the Capital Improvement Projects contingency account. This will provide funding for expenditures associated with the analysis and design of entryway and median enhancements at various locations in the city. The item passed with no discussion. There is concern that the duration of the CRA should be extended beyond the date to end in about a year and a half. Chair Anthony Caggiano said he wants to work with the Broward Commission to extend the CRA by at least one more year until construction begins on the long-awaited City Center. #RedevelopmentWorks #Redevelopment #FloridaRedevelopment #MyFRA #FLRedevelopment #MargateCRA

Tampa's oldest cigar factory is also leading the historic preservation efforts for the Sanchez y Haya building in Ybor City. Since the $18 million project launched in 2023, work continues to revitalize the cigar factory. “Our goal is to make sure it feels and looks just like it did 100 years ago,” said Drew Newman, part of the fourth generation in his family’s cigar business. Sanchez y Haya was once a thriving dive bar, grocery store and boarding house. Newman says that while the project is nearly a year behind schedule, the final outcome will make it worthwhile. “Cause cigars are to Tampa, what wine is to Napa Valley, and what cars are to Detroit,” said Drew Newman. Newman says that investing in the Sanchez y Haya building ensures the tradition that built this community won’t be forgotten. So far, the Newmans have received $600,000 from the Hillsborough County Historic Preservation Challenge Grant. They also secured $2.3 million in preliminary funding from the National Park Service. On February 4, the company made a special project grant request for $5 million from the East Tampa Community Redevelopment Agency. #RedevelopmentWorks #Redevelopment #FloridaRedevelopment #MyFRA #FLRedevelopment #YborCity #EastTampaCRA

Boca Raton’s Mizner Park will add some new amenities, as well as new security features after reports of damage to some items on public display. The city’s Community Redevelopment Agency last week heard an update from Executive Director George S. Brown, who also serves as city manager, on the improvements planned for the shopping and entertainment district. City staff, he said, are in the process of “refreshing” Mizner Park and other downtown areas. The CRA, Brown said, is moving forward with installing water bottle filling stations that will also include “dog fountains” where Mizner Park’s four-legged visitors can grab a drink. The city has contracted with a plumber to run a new potable water line and install the first station at the north end of the complex just east of the amphitheater. That station will be completed sometime in February. Mizner Park will also receive new security cameras amidst some reports of damage to items in the area. #RedevelopmentWorks #Redevelopment #FloridaRedevelopment #MyFRA #FLRedevelopment #BocaRaton #MiznerPark BocaRatonCRA

The Margate Community Redevelopment Agency (MCRA) approved a budget amendment for the fiscal year 2024-2025, transferring $250,000 to fund the design and analysis of entryway and median enhancements across various locations within the MCRA redevelopment area. This initiative will improve the visual appeal and infrastructure of key roadways, aligning with ongoing mobility projects led by the Metropolitan Planning Organization (MPO) and Broward County. The funds will be allocated to engage engineering and architectural consultants who will assess and design improvements for selected medians and entryways. Enhancements may include landscaping, sod replacement, irrigation, lighting, and signage to create a more aesthetically pleasing and functional streetscape. Identified areas for these upgrades include Southgate Boulevard, SW 11th Street and US 441, SW 6th Street and US 441, and Coral Gate Boulevard. Additional locations may be determined as the project progresses. The median enhancement project is part of the MCRA’s broader commitment to urban beautification and public space improvements, as outlined in its redevelopment plan. This plan prioritizes wayfinding signage, landscaping, and the enhancement of travel corridors to strengthen the city’s identity and attractiveness. The estimated cost per project varies, with smaller improvements expected to range from $25,000 to $30,000, while larger-scale enhancements may require up to $50,000 per site. By reallocating funds from contingency reserves, the MCRA is maximizing resources to enhance public spaces without increasing overall expenditures. #RedevelopmentWorks #Redevelopment #FloridaRedevelopment #MyFRA #FLRedevelopment #Margate #MargateCRA
