Established at the height of the District of Columbia’s financial crisis in 1997, GW’s Center for Excellence in Public Leadership (GW CEPL) was formed as an innovative public-private partnership among the academic, business, professional, and philanthropic communities within the District. Key stakeholders
included the Fannie Mae Foundation, DC Government, Giant Foods, Morris and Gwendolyn Cafritz Foundation, the World Bank, DC Agenda, and the GW School of Business and Public Management (now GWSB). The purpose of the partnership was to help the DC Government create a cadre of highly skilled public administrators who could support governmental change efforts.
The Center for Excellence in Municipal Management— as it was called at the time — set out to fulfill this mission through two main activities: (1) high-quality executive education in leadership and public management, and (2) expert management advice. As a result, the Center established its nationally accredited Certified Public Manager® program, the Program for Excellence in Municipal Management (PEMM).
Today, 25 years, 34 Cohorts, and nearly 1,000 graduates later, PEMM stands as a success story in establishing a skilled mid-level leadership pool in DC Government.
DC Government then reached out to CEPL to create the DC Executive Leader Program (DC ELP), now in its 7th Cohort, which develops high-ranking career officials, including Deputy Directors and Chiefs of Staff. We are pleased to report that the alumni of both PEMM and ELP continue to frequently request the Center’s support with expert management advice, leadership training and coaching.
Renamed the Center for Excellence in Public Leadership in 2005 in recognition of our work with federal government and the Metropolitan Washington region, GW CEPL looks forward to another 25 years of serving the District of Columbia by developing public leaders who make a positive difference in their organizations, communities, and the lives of the people they serve.

The Program Director, Administration, Center for Excellence in Public Leadership (CEPL), will play a critical role in the Center’s operations and success. Reporting directly to the Executive Director, the Program Director of Administration provides strategic, operational, and administrative support to ensure the smooth operations and financial sustainability of CEPL. This role involves grant writing, proposal development, budget management, compliance oversight, and staff supervision, contributing to the Center’s mission of empowering public leaders through impactful educational programs and partnerships.
This is going to be a key leadership role for the Center, and the Center staff is a closely knit, fun and creative team.

🎉✨ Last night, the GW Center for Excellence in Public Leadership celebrated the season with a joyous holiday gathering, hosted by The George Washington University - College of Professional Studies (CPS). It was a night filled with connection, music, and cherished moments—but more importantly, it was a night to honor two incredible leaders.
We celebrated the remarkable journey of Jim Robinson, our retiring Executive Director, who leaves behind a 21-year legacy of transformative leadership at GW at the end of this month. Jim has been a pillar of inspiration, authenticity, and purpose. His unwavering support and commitment to growth have shaped not only the Center but also the countless lives of leaders he has impacted.
At the same time, we welcomed Dr. Natalie Houghtby-Haddon, who will step into the role of Executive Director on January 1st, bringing her visionary leadership and deep dedication to building on the foundation Jim has created.
Special thanks to the CPS Dean Liesl Riddle, PhD, our incredible (!) CPS staff, and everyone who made this evening so memorable. Here’s to celebrating the past, embracing the future, and continuing the mission of empowering leaders to make a difference.

We gathered tonight for a beautiful holiday celebration - hosted by The George Washington University - College of Professional Studies- one filled with joy, connection, music and cherished moments. It was an evening not only to mark the season but to take a moment and honor the remarkable journey of Jim Robinson, a momentous occasion that carried both warmth and reverence, as he retires after 21 years of service.
Jim has been my boss for 17 amazing years at GW Center for Excellence in Public Leadership. He is funny, caring, inspiring, authentic, a risk taker and such a joy to play with. He not only has supported my growth and development, but has also inspired me to lead with purpose, compassion, and a commitment to continuous learning.
I will miss him and I am so excited for his new chapter and for what’s unfolding.
