Yesterday, Governor Healey signed two historic health care bills into law that will strengthen oversight of the health care market and address rising drug costs. The HPC applauds the leadership of the Healey-Driscoll Administration, as well as Speaker Mariano, Senate President Spilka, and Health Care Financing Co-Chairs Representative John Lawn and Senator Cindy Friedman for working tirelessly to pass consequential and nation-leading legislation to protect patients and to improve the access and affordability of health care in the Commonwealth. While national data sources can help monitor some aspects of health care coverage, access, and affordability, this survey provides the ability to track issues that are specific to Massachusetts. 📢Behavioral Health Provider funding opportunity! The Massachusetts Executive Office of Health and Human Services has opened the Behavioral Health Supervising Clinicians Incentive Program (SCIP) application window. SCIP is a 2-year program that aims to increase the diverse workforce of qualified behavioral health professionals by improving access to supervision and reducing bottlenecks in the clinical training system. SCIP will award supervision incentives to behavioral health providers, including mental health and substance use/opioid use disorder treatment providers, operating in community-based settings across the Commonwealth. CHIA has released its most recent report on 𝙃𝙤𝙨𝙥𝙞𝙩𝙖𝙡-𝙒𝙞𝙙𝙚 𝘼𝙙𝙪𝙡𝙩 𝘼𝙡𝙡-𝙋𝙖𝙮𝙚𝙧 𝙍𝙚𝙖𝙙𝙢𝙞𝙨𝙨𝙞𝙤𝙣𝙨 𝙞𝙣 𝙈𝙖𝙨𝙨𝙖𝙘𝙝𝙪𝙨𝙚𝙩𝙩𝙨: 𝙎𝙁𝙔 2011-2023. The adult all-payer readmission rate in 2023 was 16.0 percent, consistent with previous years. Unplanned hospital readmissions can be used as an indicator of health system performance, for instance as a reflection of appropriate levels of treatment before discharge and follow-up care afterward. A key measure of health system quality and value since the Affordable Care Act was passed in 2010, reductions in avoidable readmissions can lead to lower costs and improved patient experience This report is the ninth in CHIA’s annual series of all-payer readmission reports and includes data through State Fiscal Year (SFY) 2023 data (July 1, 2022, through June 30, 2023). For the first time, this report includes an enhanced payer type classification that leverages insurance enrollment data from Medicare, Medicaid (MassHealth), and commercial payers and includes a new breakout for patients dually eligible for both Medicare and Medicaid. This report also includes additional analyses by patient characteristics, including sex and race/ethnicity, to provide a more comprehensive look at differences in readmissions by important sociodemographic factors. This report is accompanied by 𝗮 𝗵𝗼𝘀𝗽𝗶𝘁𝗮𝗹-𝘀𝗽𝗲𝗰𝗶𝗳𝗶𝗰 𝗶𝗻𝘁𝗲𝗿𝗮𝗰𝘁𝗶𝘃𝗲 𝗱𝗮𝘀𝗵𝗯𝗼𝗮𝗿𝗱, which displays readmission rates by hospital and enables comparison with statewide trends and across hospitals. Yesterday, the Massachusetts Health Policy Commission Board voted to conclude the Performance Improvement Plan (PIP) of Mass General Brigham, finding that MGB successfully achieved its savings target of $176.7 million and that MGB’s spending and pricing trends were reduced during the PIP. This marks the conclusion of the first PIP required under the Commonwealth’s health care cost growth benchmark accountability process overseen by the HPC.
