Her team works closely with business development and operations to build strategic alignments and navigate myriad regulatory issues, crafting dynamic strategies around issues related to worker’s compensation, taxes, eminent domain, safety and permitting. Before joining HEP, Kelly led Texas Energy Lobby, a niche lobby shop focusing on all areas of the energy sector, oil and gas, pipelines, water, radioactive waste disposal, electricity, hydraulic fracturing and carbon capture.
