Human Services Consulting Company is an Atlanta based consulting firm owned and operated by Randall G. Hines, Ph.D., MJA. The company was originally founded in 1993 in San Antonio, TX. Dr Hines is a subject matter expert who provides a range of services to public and private health and human services systems. These systems are generally defined as organizations providing services to adults and children in mental health, educational, developmental disability and other social services programs. Dr. Hines also consults with correctional and law enforcement programs to include juvenile justice systems. Our range of services includes consultations for program design and evaluation, strategic planning, service delivery, policy analysis and development, training curricula, information systems, legislative lobbying and recovery care programs. Testifying expert and trial consultation are also provided to private and public attorneys regarding constitutional and state tort actions, criminal matters, certification cases, and consent decrees.
