Carns’ family and friends, along with officers from law enforcement agencies across the country, to honor and pay respects to Trooper Carns, who was killed in the line of duty on December 23, 2024. Trooper Carns was laid to rest today. “Today, and every day going forward, we honor Illinois State Police Trooper Clay Carns for his sacrifice, and the sacrifice made by his family,” said ISP Director Brendan F. Kelly. “While ISP is hurting as we lay to rest the second trooper killed on Illinois highways in just three months, we will not falter. To honor Trooper Carns means to preserve and uphold that which he stood for – Integrity, Service, and Pride. JOLIET – Early this morning, Illinois State Police (ISP) Director Brendan F. Kelly announced the death of Trooper Clay M. Carns. Around 9:42 p.m. on Monday, December 23, 2024, Trooper Carns was outside of his squad car removing debris from a lane on southbound I-55 north of Blodgett Road near Channahon when he was struck by a passing vehicle. Trooper Carns was taken to St. Joseph Hospital in Joliet, where at approximate 10:45 p.m., he succumbed to his injuries. The crash is still under investigation and additional information is not available at this time. “This is a sad day for the Illinois State Police as we mourn the death of Trooper Clay M. Carns who was killed while serving the people of Illinois and working to keep our roadways safe,” said ISP Director Kelly. “Please keep Trooper Carns, his family, loved ones, and his ISP family in your thoughts, prayers, and hearts during this most difficult time.” Trooper Carns was 35 years old and served 11 years as an officer with ISP. He was assigned to Troop 3. He is survived by his wife Meghan, children Gray and Ally, and parents Patti and Danny Carns. ###

ISP and the Illinois Department of Innovation & Technology, (DoIT) are partnering with HAAS Alert to expand notifications to select Chrysler, Dodge, Jeep, Mercedes-Benz, RAM, and Volkswagen vehicles. These safety alerts to drivers will be powered by Safety Cloud, HAAS Alert’s solution for delivering digital alerts through leading navigation apps and compatible vehicle infotainment systems. ISP is grateful for the professional and excellent relationships we have with our fellow law enforcement agencies across the river in St. Louis. Thanks to these partnerships, and the work of St. Louis Metropolitan Police Department officers, local law enforcement agencies, and our federal partners, an arrest has been made in the senseless death of 16-year-old Colin Brown, son of retired ISP Lieutenant Colonel Calvin Brown. Although the investigation is ongoing and there is still work to be done, we are grateful for this first step and we'll continue to support our partners through every step of this investigation. https://lnkd.in/gCNyhD5K

Yesterday, the Illinois State Police congratulated two retiring Colonels and welcomed new appointments during a customary Change of Command ceremony. After more than 27 years of dedicated service to ISP, Colonel Thé Tran will retire at the end of the year. He passes command for the Division of Internal Investigation to newly appointed Colonel Linda Mandat. And after more than 25 years of dedicated service, Colonel Marcus Gipson will be retiring at the end of the year. He passes command for the Division the Academy and Training to Colonel Mike Gillock. ISP congratulates both Colonel Tran and Colonel Gipson on their outstanding careers and retirement, and welcomes Colonel Mandat and Colonel Gillock to their new appointments.
