Congress continues to seek solutions to the many challenges children face both online and offline, such as cyberbullying, social media addiction, harmful content, and the youth mental health crisis. The Senate has shown strong support by passing the Kids Online Safety and Privacy Act (KOSPA), while the House is working on its own version. However, lawmakers remain divided on the best path forward. Key issues include determining the appropriate age for social media access, defining duty of care provisions, and verifying users' ages through digital identification tools. But can regulating social media truly address problems like bullying, addiction, and negative mental health outcomes? And in 2023 alone, U.S. ISPs spent $94.7 billion, outpacing the total 2010-2023 investments of seven OECD countries. This private investment powers high-quality, affordable broadband across a geographically diverse nation, yet recent FCC decisions threaten to slow this progress.
