🌍 Cedefop and European Training Foundation Monitoring of EU VET Progress
💼🎓Tracking the implementation of the 2020 Council Recommendation on VET and the Osnabrück Declaration, is essential to ensure progress towards EU agreed priorities and targets.
🥇Monitoring helps to identify countries that are leading innovation and where more work is needed.
🔎 Overview of progress, with national examples:
1. Modularisation and Lifelong Learning 📚
▪️Portugal has extended certified modular training to Level 5 of its qualifications framework, offering flexible learning to adults, including the unemployed. However, other countries need to further integrate micro-credentials and modular pathways to enhance lifelong learning opportunities.
2. Excellence and Innovation in VET 🏆
▪️Germany’s Excellence in VET initiative modernizes competence centers, focusing on advanced skills. In Denmark, knowledge centres are hubs for emerging sectors like robotics and sustainable building. While progress is visible, more countries need to invest in Centers of Vocational Excellence (CoVEs) to raise quality and innovation across Europe.
3. Quality Assurance in VET ✅
▪️Countries like Belgium (Wallonia) have strengthened teacher and trainer development through continuous professional training. However, many countries still lag in ensuring robust quality assurance for continuing VET (CVET), which remains a key area to prioritize for lifelong learning.
📊 Critical Gaps:
▪️Progress is uneven across member states. For instance, Spain leads in digital skills, but green skills development lags across most countries due to lack of clarity and societal barriers. 🌱
▪️Work-based learning is expanding, but only a few countries, like Germany with its partial qualifications for adults, are tackling reskilling for vulnerable groups effectively.
🚀 Priorities Moving Forward:
1️⃣ Accelerate Modularisation 📚 to increase flexibility and facilitate upskilling, especially in continuing education.
2️⃣ Expand Excellence Hubs 🏆 across Europe, using CoVEs to modernize VET infrastructure and ensure training meets industry demands.
3️⃣ Strengthen Quality Assurance ✅ systems in CVET to support lifelong learning, ensuring inclusive, high-quality education for all.
4️⃣ Boost Green Skills Development 🌿 for the sustainability transition, prioritizing industries like energy and waste management.

🎯Conclusion:
As countries progress, targeted investment in modularisation, excellence hubs, and quality assurance is essential for a flexible and inclusive VET system that prepares learners for future challenges.
