About us
This Joint Cooperation programme on Applied Scientific Research (JCAR) is dedicated to improving transboundary cooperation on flood and drought management and research in order to Accelerate Transboundary Regional Adaptation to Climate Extremes (ATRACE). To achieve this, the ambition of JCAR-ATRACE is to develop and foster long-term research partnerships to enhance the knowledge base and network on flood and drought risk management in transboundary regional basins.

As we near the end of 2024, we take stock of the floods in Benelux and beyond over the last year. 👇🏻 Jaap Kwadijk, Bruno Merz and Patrick Willems explored the impact of the extremely wet conditions resulting in multiple floodings in some regions. Some key takeaways: 🔹 There was very prolonged, about 12 months, and widespread heavy rainfall across Germany, the Netherlands, Belgium, and Luxembourg. 🔹 Most critical situations arose from a combination of weather conditions, most of which were individually unremarkable. 🔹 It was caused by both high river water and high sea levels and by combinations of both. Many water managers and other stakeholders recognise the potential of nature-based measures for mitigating the impacts of floods and droughts in the future. Key examples include reforestation, meandering rivers, damming drainage channels, enhancing basins, and creating wetlands. These measures reduce risks and positively impact biodiversity, landscape quality, and the living environment's health. Our programme develops knowledge to contribute to accelerated adaptation to climate change, through nature-based measures. The catastrophic floods of 2021 affected Germany, Belgium, the Netherlands and Luxembourg. In these four countries, expert panels and/or parliamentary hearings recommended increased cross-border cooperation on flood risk management. This led to the creation of the JCAR ATRACE consortium. It brings together eight European institutions which are leaders in different disciplines related to the management of hydrological extremes. Coordinated by Deltares, JCAR ATRACE provides long term support for fundamental interdisciplinary research (PhD and MSc theses) with a high potential for societal impact. The Université de Liège contributes to this effort by improving modelling tools, such as flood damage models and hydrodynamic models taking into account the effects of floating debris. Research activities also cover the forecast-early-warning chain and the impact of climate change, among others. The research agenda is coordinated with stakeholders, such as the water management organisations, to ensure that the research results reach the maximum societal impact. Following the Science Council meeting on November 21st, we had the pleasure of organising the PhD kick-off for JCAR ATRACE! PhD students from five universities, along with colleagues from Deltares, visited the knowledge institute for an introduction to the JCAR ATRACE programme and to get to know each other. The event featured a busy Thursday with an introduction to JCAR ATRACE, inspiring presentations from PhD students across various other projects (CLIMAAX, COMPASS, Future FRM Tech), project pitches, a campus tour, and a workshop on Friday morning to close off.
